Job Description

  • People Management – Clearly defines subordinate roles and responsibilities; motivates employees to perform and delegates work effectively; applies consistent performance standards and handles performance problems decisively and objectively; leads by example.
  • Operations Management – Directs and guides operations in alignment with the County’s and department’s overall goals and objectives; ensures the execution of efficient processes to maximize the County’s and department’s resources; utilizes operational knowledge to make sound decisions.
  • Strategic Leadership – Determines the strategic direction of the team or department in alignment with overall county goals; effectively communicates strategies internally and externally; creates a culture to support strategies and provides mechanisms to implement them; fosters buy-in and enthusiasm with employees.

Essential Duties:

  • Assist the Chief Financial Officer in management of Finance and Registration Departments, including but not limited to routine and non-routine department functions for JCPRD including but not limited to fiscal policy and procedure development and review, oversee and direct accounts payable, payroll and time keeping, registration practices, treasury and banking, Active.net registration system, accounts receivable, sales tax, capital projects, grant management, and fixed assets.
  • Assist in the management of the annual financial audit including completion of necessary yearend journal entries, audit workpapers, annual financial reports for JCPRD and Foundation, the Single Audit, the Foundation’s state and federal filing, preparation of EMMA and SEC filings while meeting all necessary deadlines imposed by Johnson County staff, auditors, bond covenants, and IRS.
  • Assist in ensuring all financial reports and transactions are recorded and reported accurately and timely in accordance with generally accepted accounting principles (GAAP). Prepares monthly financial reports for management and Board review. Assist staff with budget and accounting questions. Ensures all sub-ledger modules are reconciled monthly to the general ledger. Prepare timely responses to requests from internal and external audit staff. Assist in implementing all new GASB standards by deadline and in coordination with Johnson County staff to ensure consistency for inclusion of JCPRD’s financial report in the County’s AFRA.
  • Serve as a backup to the Chief Financial Officer, filling in as needed, including but not limited to attending Board of Commissioner meetings, Foundation Board meetings, assist in the development of the annual budget, capital asset and fixed asset management, debt issuances, grant management and not-for-profit Foundation management.

Job Requirements

Minimum Job Requirements:

  • Bachelor’s degree in the following fields of study: Accounting or Finance.
  • Five or more years of management experience in the field of Accounting or Finance with emphasis in the areas of Governmental Fund Accounting and Finance with the ability to manage accounts payable, payroll, and accounts receivable.
  • Prepare and analyze manual journal entries, monthly financial statements, and research complex accounting issues.

Preferred Job Requirements:

  • Master’s degree in the following fields of study: Accounting or Finance.
  • Three or more years of supervisory experience.
