Job Description

 

Provides operational leadership for JCPRD’s Out of School Time (OST) programs serving the De Soto, Shawnee Mission, and Gardner-Edgerton school districts. This position also supports the Manager in ensuring high-quality, inclusive, and compliant programming by overseeing staff performance, coordinating resources, and monitoring outcomes. Serving as second-in-command, the Children's Services Assistant Manager assumes departmental leadership in the Manager’s absence and plays a key role in advancing program quality, staff development, and alignment with agency values and strategic goals. The CS Assistant Manager directly supervises Area Specialists responsible for the assigned school districts, the Substitute Specialist supporting staffing across early childhood and OST sites, and the Adaptive Recreation Coordinator to ensure these services are fully integrated, accessible, and effectively supported within the Children’s Services Department.

 

  • Leads the development of a High Performing Organization through active demonstration of the county’s Pillars of Performance, encouraging leadership and empowerment at all levels of the organization; dedicates QII activities for self and staff; actively mentors, coaches and collaborates with employees to enhance the county mission and vision keeping in mind the common goal of leaving our community better than we found it.
  • Directly supervise, coach, and support area Specialists responsible for OST programming in the De Soto, Shawnee Mission, and Garder-Edgerton school districts, as well as the Substitute Specialist to ensure consistent, effective substitute coverage across early childhood and OST sites.
  • Supervise the Adaptive Recreation Coordinator to maintain high-quality, inclusive programming aligned with departmental and agency standards, and Kansas Special Olympics.
  • Lead and support initiatives that promote program quality, staff development, and inclusive practices across all OST sites through the monitoring of program performance, participation trends, and quality assurance data, using insights to recommend improvements and operational adjustments.
  • Support compliance with state regulations, licensing requirements, and ensuring programs meet all departmental standards, policies, and best practices, ensuring consistency across sites. Contribute to the development and implementation of procedures that promote safe, accessible, and high-quality services.
  • Assist the Manager in strategic planning efforts and in advancing department goals and priorities along with budget oversight, staffing decisions, and resource allocation to support efficient operations. Serves as acting department leader in the manager’s absence ensuring continuity of operations and decision making. 
  • Support collaboration with school district administrators, principals, and community stakeholders to strengthen partnerships and enhance program delivery.

Job Requirements

Minimum Job Requirements:

 

  • Bachelor’s degree required in Education, Human Development, Family and Consumer Sciences, Recreation Administration, or relevant field.
  • Three years of progressively high-level management in parks and recreation or related field.
  • Three years of administrative and supervisory experience, including staff training and development.
  • Three years in child and youth educational program development and implementation.
  • Five years’ experience in recreation programming within a wide variety of service/program offerings.
  • Five years’ experience in a licensed school age childcare setting
  • Excellent communication and interpersonal skills, strong mathematical and budgeting skills, knowledge of marketing and fee strategies.
  • Ability to work on multiple priorities simultaneously.
  • Leadership and supervisory skills, including teambuilding, motivation, delegation of duties, strategic planning skills, goal setting skills, and complex decision-making skills.
  • Track record of establishing strong relationships with both internal and external partners.
  • Experience may be substituted for degree.
  • Background checks required.
  • Personal vehicle used for County Business (5%-25%), Regular Driver's License required.
  • Minimum age is 21 years and older.
  • All County employees may be called upon to assist other departments in a declared emergency situation.
  • Computer software:  Microsoft Office Suite.
  • Ability to maintain confidentiality.
  • Develops or oversee budget, may delegate budgetary duties, and authority to sign-off and commit funds.

Preferred Job Requirements:

  • Master’s degree in Education, Human Development, Family and Consumer Sciences, Recreation Administration, or relevant field.
  • Certified Park and Recreation Professional or Certified Park and Recreation Executive.
  • Budget related skills, including advance accounting, math and statistics skills.
